In the Middle Ages, there was a very strong English council called Parliament which was used to advise the kings. Parliament comes from a french word which means " to speak." Magna Carta, a law that limited kings power over the nobles, first started Parliament. Soon after they made the Magna Carta, Parliament came into play. They made Parliament because the king sometimes struglled about dicisions, so every so often they met at the Westminster Abbey.
